Carlene A.S Blanding, COL, MS
COL Carlene A.S Blanding’s previous assignment was as the Assistant Chief of Staff, Human Resources for the Northern Regional Medical Command. She is a graduate of McNeese State University in Lake Charles, Louisiana where she earned her commission through ROTC as a Distinguished Military Graduate (DMG).
Her military education consists of the Officer Basic Course (OBC), Officer Advance Course (OAC), Combat Casualty Care Course, Health Services Human Resources Manager Course (70F), Combined Arms and Services Staff School (CAS3), Force Integration Course, HealthCare Recruiter Course, Command and General Staff College (CGSC), Army Medical Department Executive Skills Course, and Pre-Command Courses.
COL Blanding’s civilian education includes a Bachelor of Science Degree in Biology from McNeese State University in Lake Charles, LA. She earned a Master of Science in Health Services Administration from Central Michigan State University, in Mount Pleasant, MI, and a Master of Education in Human Resources and Organizational Development from University of Georgia in Athens, GA.
COL Blanding’s assignments are varied: Treatment Platoon Leader with the 124th Main Support Battalion, Fort Hood, TX; Training/Project Officer for the Composite Healthcare Systems (CHCS) at Darnall Army Community Hospital Fort Hood, TX; Company Commander/Chief Personnel at Noble Army Community Hospital, Fort McClellan, AL; HealthCare Recruiter with the 2d Medical Recruiting Detachment in Tampa, FL; Executive Officer, 168th Dental Activity, Yongsan, Korea; Chief, Officer Strength Manager and Chief, Personnel Actions Branch at MEDCOM, Fort Sam Houston, TX; Executive Officer for the 2d Medical Recruiting Battalion in Atlanta, GA; Brigade S1/Adjutant for the 32d Medical Brigade; G1, Army Medical Department Center and School (AMEDDC&S); Commander, 5th Medical Recruiting Battalion, Fort Sam Houston; Deputy Director and Chief, Force Management Division in the Human Resources Directorate at the Office of the Surgeon General. COL Blanding deployed in support of Operation Enduring Freedom.
Her awards include the Meritorious Service Medal (6th Oak Leaf Cluster), Joint Service Commendation Medal, Army Commendation Medal (3rd Oak Leaf Cluster), Army Achievement Medal (2nd Oak Leaf Cluster), the National Defense Service Medal, Afghanistan Campaign Medal, Global War on Terrorism Service Medal, Korea Defense Service Medal, Overseas Service Medal, North Atlantic Treaty Organization (NATO) Medal, Recruiter Badge, and the Department of the Army Staff Badge. She is a member of the Order Of Military Medical Merit.
